- Dubai workshop summary
IPCSA Foresight initiative aims to assess potential future scenarios and develop a framework to guide IPCSA member organisations in the years ahead. The inaugural two-day workshop took place in Dubai, generously sponsored by IPCSA member Kale Logistics Solutions.The sessions focused on understanding the dynamics of change, identifying critical issues, and evaluating high-impact uncertainties. This initiative seeks to explore the future landscape of Port Community Systems (PCS) and Single Windows (SW), with a vision extending to the year 2040. Facilitator Will Sambrook from Akenham opened the discussions by emphasizing the importance of exploration and preparation: “We cannot predict the future, but we can explore, anticipate, and prepare. We certainly can’t predict the future of PCS and SW. Instead, we have to think about what futures might exist, then we can think about what role PCS operators might play in those scenarios.”The report on the workshop can be downloaded here: Foresight workshop Dubai – Report.

The Foresight initiative was launched within IPCSA in 2022 by our previous Secretary General Richard Morton and Customs Lead Uwe Liebschner.
Why Foresight
Foresight exercises are seen by other industries as a vital element of future planning. The initiative will look at the reason for ports and PCS operators to embark on their own foresight.
There are three specific outcomes for IPCSA and its members:
- Direct Insight
- Membership Engagement
- Worldwide focus &recognition

Background
In 2023 there were some initial sessions with a key group of people which were led by Uwe Liebschner, Foresight initiative Lead and Inga Morton, General Manager with the facilitation support of Will Sambrook. These sessions brought forward the format and the goal of the Foresight-project, as well as developed budget and timeline for the project implementation.
One of the achievements was the establishment of the Think Tank responsible for doing preparatory work for Foresight group work consisting of 9 Members representing different stakeholders.
During 2023 the Think Tank has met 2 times, creating PCS – Foresight categories and content using a Miro board tool to be used for further elaboration and discussions within Foresight group.
Categories discovered are:
- Infrastructure
- Governance
- Market
- Environmental
- Societal
- Technology / Digitalisation
- Geopolitical
In first 6 months of 2024 the Foresight group has been established and the first Foresight meeting is scheduled for 13 and 14 November 2024 in Dubai, UAE.
IPCSA Management, as well as IPCSA Members active support and involvement is critical for successful implementation of this initiative. More information available on IPCSA Community.
