SEGUCE, Togo
The Seguce Togo PCS is part of a bigger picture which is creating a Single Window for Foreign Trade in Togo.The PCS started operations in mid 2014 with the processing of full import containers and has been expanded step-by-step since then. It will include all traffic flows, such as LCL, ro-ro, breakbulk and conventional and hydrocarbons, as well as exports. Implementation has required a very significant amount of training to assist all stakeholders in the transition from paper-based to electronic processes.
Seguce Togo is unusual in that it goes beyond the traditional PCS remit, by including invoicing and payment of taxes and duties on foreign trade. The system ensures that all duties have been paid before a truck can depart from the port with an import container. The system is Internet-based but also backed up by a private network in case of connectivity problems.
